The PRM4515L is normally programmed using the PRM4073
Programmer. However these are rare and not normally available. The Radio uses a
standard 93C46 EEprom. It should be possible to desolder the EEprom and put a
socket in so the EEprom can be removed for programming or it can be reprogrammed
in situ.
To this end Jacob PE2CJ has
been doing some work on reverse engineering the code in the EEprom in the
PRM4515L radios released on the Dutch surplus market. His Cougar site (in
Dutch) is here

He has also produced an Excel
spreadsheet for working out the code

Another Dutch Ham Dave PA5DOF
has been succesful in programming the PRM4515 using an Arduino Nano, the result
of his efforts can be found here.
